One North Sea, established by TNO and the Net Zero Technology Centre, is a platform that focusses on stimulating international collaboration, bringing together the ideas and initiatives of research organisations, industry and governments.

Offshore energy systems and cross-border integration is key, using existing oil and gas infrastructure and capabilities to produce smart collaborations between the oil and gas and renewable sector, such as platform electrification, CO2 storage and hydrogen production to accelerate the energy transition.

To create a catalogue of the integration projects that are already underway, One North Sea has developed a database where ongoing energy projects with a component of re-use of existing infrastructure are mapped out. The following themes are included:

Vision

To enable successful cross-border collaboration, a joint vision on what the North Sea Energy Transition could look like is vital. One North Sea has developed the first framework for what such a joint North Sea Energy Transition vision could look like and what interdependencies and challenges still exist to make it work. Five pillars have been established that represent important aspects for a successful transition:

  1. The North Sea driving the European energy transition 
  2. Offshore Energy systems integration 
  3. Cross-border coordination and collaboration 
  4. Leadership, Policy & Investment 
  5. Technology & Innovation 

The pillars are not standalone, but are interconnected and heavily interdependent. For example, pillar 1-3 strongly depend on progressing technology & innovation and technology & innovation cannot progress without the relevant networks and partnerships. In the next section, we describe the different pillars in more detail.  

An international North Sea strategy will be required to mitigate key barriers when developing cross-border systems integration. One North Sea has identified two well-known and significant barriers for the North Sea energy transition. Firstly the misalignments in regulatory frameworks and standardization, and secondly the growth and alignment of a market for sustainable energy carriers (such as hydrogen). Cross-border collaboration is key to mitigate these challenges. Harmonization of regulations are needed to enable the actual implementation of an international energy system. Similarly, international market alignment and collaboration leads to a larger market to start from. These are just some examples of where international coordination is needed to accelerate the North Sea energy transition.  

To make this work, an understanding of the critical interdependencies for the activities required is needed. Existing research activities already provide a good start, but international knowledge sharing and alignment is needed at all levels to bring this one step further. This requires that all relevant stakeholders, including e.g. governments, TSOs, DSOs and industry, are involved and on board with this process. One North Sea encourages research organizations to take up the challenge to map these interdependencies in collaboration with the relevant stakeholders, and work on solutions for the key barriers identified.
